Ontario Master PNP was held on hold after being submitted to the Federation

Quality Assurance, which began in July, casts a shadow over the graduates who have or will be nominated for Ontario.
In immigration, almost all applicants who have already submitted to the federal government have received such a request letter:

The job offer from your prospective employer indicating your occupation title and wage for the full-time, permanent position being offered.
A copy of your curriculum vitae.
If you are currently employed in Canada, provide proof of employment (e.g., Canada Revenue Agency (CRA) Notice of Assessment and CRA T4 Statement of Remuneration Paid).
Proof of membership and/or registration in regulated occupations if you intend to work in an occupation that requires registration or certification in Ontario.
Reference letters showing at least 2 years of experience in the previous 5 years for your intended occupation for both work done outside or inside of Canada.
Proof of education including transcripts.

Even someone has come to the stage of requesting a passport, but the passport has been returned and asked to make up some of the materials.
After shifting this part, “PV2 on HOLD” is displayed. PV2 is the code name of the provincial nominee. Obviously, this part of the applicant is suspended and waiting for further instructions.
In terms of work permits, this part of the people applied for extension of the work permit in addition to the problem. In previous years, the province could directly use the federal request for the renewal of the letter of recommendation for the part of the applicant, but it is still not coming. After calling, I was told that the application for the work permit was also held on hold. Now it is implied status and can continue to work until a decision is made.
A recent post on Facebook on PNP in Ontario was also ignored by them:

Dear Opportunities Ontario, my friends and I were nominated by your program in April, may and June 2014. It has been brought to our attention that the Quality Assurance Exercise deployed by CIC in CIO Sydney might affect the processing of PR applications under our program. Many of my friends, who submitted their applications in May, still got no response (and no file number) from the CIO. Usually CIO starts to process PNP applications within 6-8 weeks, yet it has already been more than three months. Over, a friend of mine, who applied for Open Work Permit with Ontario PN certificate and letter, recently got his file “on hold” by the CIC. The advisor from CIC call centre even advised him that the Ontario PN Program is currently put on Hold internal and nothing will be processed until further instruction.
Would you please kindly report this issue to relevant authority in Provincial level? Is there anything we can do better facilitate the CIC in processing our applications? Thank you very much.

It was so confusing, and both the Federation and Ontario were ignorant of the matter. The only thing left was waiting and praying.
