On July 10, 2019, Quebec announced the suspension of the PEQ trial until November 1st, the suspension was to concentrate resources on the application of Arrima, which was newly submitted by QSW as a one-size-fits-all applicant (although Arrima’s applicants have also been in the past few months) Nothing to move). The policy at the beginning of the suspension seems to be resurrected on November 1st, with the following clues:
- The operator of the Immigration Department and the official mailbox all indicated that the policy will be reopened on November 1 and there will be no change.
- Although the project is suspended, the applicants whose work permits are due soon are not affected. It seems that it is to clean up the backlog, not to make it difficult for the applicant.
- In September, the Immigration Department actually went to major universities to conduct PEQ presentations. No government would do anything with PEQ.
However, past experience has shown that the seminars and operators do not know what the top management is thinking. If the top management decides to start the project, these front-line staff are also kept in the dark. The closer we are to November 1, the more we worry about the changes in the project.
Sure enough, on October 30, the Immigration Department suddenly announced a drastic reform of PEQ. The specific content of the reform was introduced in the previous articles, and will not be repeated here. Although the same reforms were implemented in Alberta, a large number of college students applied for transfer to the profession and transferred to the province, and the government had to commit to the international students who had already enrolled. But because the Quebec ruling party CAQ has always been tough on immigration matters, and skilled immigrants have no hesitation when it comes across the board, we are pessimistic about the policy.
On November 1, the Immigration Department updated the PEQ application form, which included some divisions of the work area PEQ’s work area. It remains unclear whether this division is a work area for restricted PEQ. If this list is strictly explained, it can almost be said that most of the applicants who graduated from non-negative majors have been killed.
On November 5, the Immigration Minister is still defending the new policy, but at this time things have been fermented to a considerable extent. For example, there are questions from the opposition party and some media. Some professors have questioned that the new policy will have an impact on AI talents. It will not affect any talents in the AI field, let the professor contact the Immigration Department separately, and applicants with PEQ will testify in tears in the National Assembly.
On November 6, the Minister of Immigration finally began to loosen up and accept that the “grandfather clause” will be released. The new policy will not affect those who have studied and worked in Quebec.
On the same day, the governor also accepted the interview and released the following remarks:
“I was very bad yesterday.” The governor told the reporter, “I told my wife after I went back last night. She also said that I can see that I have been very bad.”
“I admit that we may not have predicted that things will develop to this point,” the governor said. “I was shocked by some comments yesterday.”
“I can understand now that even if the government does not give international students any commitment to immigrate, there are still many people and families who come here because of the terms of the old PEQ policy.”
“We were impressed by these comments. When I was sworn in, I said that I had to show humanitarianism. So last night we decided to join a grandfather clause.”
“Actually, we may not have evaluated the case. The applicants said with good intentions: ‘I am a member of the Quebec nation. I call myself Québécois, and I have lived in Quebec.’”
“We may not be able to properly assess the human side of this matter.”
The governor said his government would partially withdraw the PEQ reform announced by the Minister of Immigration last week.
The grandfather clause did not dispel the challenge of the new policy list. Some media found that the list was two years ago, and some of the professions have even disappeared.
On the evening of November 6, the Quebec National Assembly passed a bill requiring the government to withdraw the reform of PEQ, and the majority of the ruling party failed to vote.
On November 8, the government announced the withdrawal of the new PEQ policy that had just been implemented for a week:
On Friday night, the Minister of Immigration announced the withdrawal of the new policy and took the time to conduct consultations. “In the past few days, people from all walks of life such as the economy and education have raised questions,” the minister said in a statement.
“In order to dispel their concerns, […] the list of learning professions and employment occupations will be revised after they have discussed with them.”
On November 11, the official website of the Immigration Department confirmed the suspension of the new PEQ policy.

On November 12th, the Minister of Immigration of Quebec admitted that the PEQ reform was a mistake and apologized for this. The governor also apologized on the same day, “especially for the students”. The minister said that it should spend more time on the PEQ reform and negotiate with the education sector and the business community. This is what needs to be done in the next few weeks. The governor and minister still believe that the intentions and general direction of PEQ reform (adapting to the needs of the labor market) is not wrong.
There are two questions before the applicant: If you haven’t come yet, don’t come to Quebec to study. If you have already met the PEQ conditions, do you want to submit your application now.
Couples have always been willing to go to the province of Saskatchewan, the willingness to come to Quebec is not strong. As for singles (or spouses don’t come), good English can consider Calgary’s projects; English is not good (other provinces are difficult to record), or French has a foundation, and can come to Quebec after the new shortage list comes out. Studying a shortage of majors. After all, it does not require a 16-month language program. If you graduate with a French B2 (only heard and heard), you can immigrate. Quebec is still a separate one.
Whether the application has been submitted in accordance with the PEQ conditions is more entangled. The new generation does not give clear recommendations and is chosen by the customers themselves. After all, such incidents have never happened, and even the immigration operator does not know what to do.
What we can reveal is that some new customers have already chosen to submit applications at this point in time. Their ideas are:
- Worried that PEQ will continue to suspend to study new policies,
- Worried about submitting to catch up with the large force, the trial speed is too slow,
- Worried that “Mom and wife are asking for French” and “Québec Values Exam” will still be implemented on January 1st next year. It may be possible to get CSQ before this policy.
Of course, applicants who do not submit also have their concerns:
- Worried that the application was returned,
- Worried that “couples are asking for French” will still affect the applicant. It is not sure whether the couple will submit it together or submit it separately.
