PROVINCIAL NOMINEE PROGRAMS

The Canadian Constitution stipulates that immigration matters are jointly administered by the federal and provincial governments. This is the legal basis for all provincial nominated projects, and the provincial nomination program requires applicants to intend to reside permanently in a province.

Application Process

Ordinary paper provincial nominee and Quebec immigrants: The applicant first submits the application materials to the immigration department of the province. After the adoption, the provincial government issues a nomination letter to the applicant. The applicant then mails the nomination letter and the relevant application form to the Federation. The federal government will conduct immigration intentions, medical examinations, non-crime, security investigations, etc., but generally cannot reject the applicant’s immigration application. The current federal trial is about 1.5-2 years.
Fast Track Provincial Nomination: The provincial government will indicate which projects are connected to the fast track (currently there are no docking projects in Alberta, Quebec and other provinces). The applicant first meets the conditions of one of the federal skilled immigrants, Canadian experience immigrants or federal skilled workers, and the registration information enters the fast track pool, and then submits the application materials to the Provincial Immigration Department. After the provincial government has added 600 points to the applicant’s pool score to ensure the invitation, after the applicant’s invitation, the materials need to be submitted online to prove that they meet the paper province nomination requirements (residence intention, physical examination, crime-free, security investigation, etc.) It is also subject to the conditions of a federal skilled immigrant, a Canadian experience immigrant or a federal skilled immigrant.
Paper Provincial Nominees and Fast Track Provincial Nominations are in different categories and the two nominations cannot be mixed. Applicants need to know the information on the provincial government’s official website to avoid applying for the wrong category. Although some provinces have the same requirements for paper/fast track province nominations, applicants still need to indicate whether they are provincial nominated or fast-track categories at the beginning of the application.

Migration rights

Applicants must plan for a permanent resident in the nominated province, whether in the provincial nomination or federal phase, moving to a foreign province is highly likely to result in a refusal.
After obtaining permanent resident status, applicants can migrate to any province or territory in Canada (including Quebec), which is a Canadian constitutional right.

  • Applicants need to provide CLB Level 4 Language Certificates for provincial nominations obtained outside of Quebec with NOC Class C or Class D work.

  • Cohabitation declarations and materials that prove cohabitation (if applicable)
  • Child’s relevant materials (birth certificate, adoption certificate, unaccompanied)
  • No criminal notarization, the first submission can not be provided first, then after the immigration requirements to make up or take the initiative to pay, no crime has a valid period, it is not recommended to prepare in advance
