The new Quebec immigration policy announced this morning is undoubtedly a blockbuster for applicants who are currently studying in Quebec and waiting for PEQ to reopen. The Quebec government once again shows what it means to be ruthless. The following is a summary of this new policy:
The policy that came into effect on November 1, 2019 (and dates back to the applications that have been submitted):
About PEQ application for study abroad:
The New Deal added 900 hours of vocational training to the PEQ study abroad recognition, and also added professional restrictions. This part is also the most influential part of current international students. According to the New Deal, only the professionals in Section A and Part II of the Québec training list meet the application requirements for PEQ, which means that there will be many professional training programs that no longer meet the PEQ study application. Claim. For a list of professionals that meet the application requirements, see:

At present, the common vocational training majors affected are: automotive machinery, industrial graphics, computer graphics/desktop publishing, computer support, beauty, accounting, residential and commercial drawing, interior design, photography; and the common professions that are not affected are: Automation, machining, heavy truck machinery, engineering vehicle machinery, construction industrial machinery, communication equipment installation and maintenance, welding and assembly, nursing, chef, secretarial.
If you are applying for a course of 900 hours or more and less than 1800 hours, you must provide 6 months of full-time work experience in the relevant field when submitting a PEQ application.
About working PEQ applicants:
The applicant’s job must be in line with Quebec’s list of occupations that are in short supply. For a detailed list, see:
http://www.immigration-quebec.gouv.qc.ca/publications/fr/peq/LIS-emplois-peq-travailleurs.pdf
The most common jobs in the list of job shortages are: Office Supervisor (NOC:1211); Purchaser (NOC:1225); Administrative Officer (NOC: 1221); Bookkeeper (NOC:1311); Software Designer (NOC:2173); Web Designer (NOC: 2175); Home Support Worker (NOC:4412); Graphic Designer (NOC: 5241); Food Service Supervisor (NOC: 6311); Cooks (NOC:6322); Meat Cutter (NOC:6331); Retail Salesperson ( NOC:6421); Food and Beverage Server (NOC:6513); Cashier (NOC:6611); Kitchen helper (NOC:6711); Sewing Machine Operator (NOC:9446).
- If the applicant is engaged in work of 0, A, and B, he or she must have at least 12 months of work experience in the 24 months prior to submitting the application; if it is a C or D job, it must be submitted before the application. At least 18 months of work experience in the 24 months.
- The applicant’s job is not on Part 2 of the Career List Sechedule E. Most of the work in this section is related to loan shark and pornography services.
- Do not accept self-employed work experience, and the applicant cannot be the holder of the company.
The policies that came into effect on January 1, 2020 are:
- The French certification course will no longer meet the PEQ language application requirements. The language proficiency certificates currently accepted by PEQ include:
1) Standardized French exam
2) Professional order that meets relevant professional standards and meets section 35 of the Charter of the French language (chapter C-11)
3) Complete a secondary or post-secondary full-time course in French for at least 3 years - The spouse of the PEQ applicant also needs to provide proof of the same PEQ French requirement. This is also an insurmountable gap for many applicants with family. PEQ will only require the main applicant to learn French and become two people. All need to learn French. Even if this requirement is effective in January 2020, according to the retrospective policy previously applied by the Quebec government, even if the CSQ application is submitted in November, it is difficult to guarantee that the supplementary spouse will not be requested after January 1, 2020. Proof of language ability. We originally thought that this policy only applies to the accompanying applicants, but the policy does not have the word “accompanying”. It seems that if you do not accompany the French, divorce seems to be the first thought of many people, but this section is also very worthy of divorce. Doubtful things. Regarding whether or not we still need to test French, we will continue to observe and follow up.
- PEQ applicants and their spouses are required to pass the test on the Quebec Charter of Human Rights and Freedoms. Quebec’s value test has been mentioned since the CAQ party campaign. The CAQ government has been committed to the Quebec value test for all Canadian immigrants who want to settle in Quebec, but this issue has been opposed by the federal government. However, the CAQ government still insists that this test become a necessary condition for applying for CSQ, and we will continue to pay attention to more relevant content of this test.
